Exscitec House, Petersfield

Paul Basham Associates assisted Exscitec Ltd in submitting a planning application for a change of use of their office space into a nursery, which is located in the heart of Petersfield. As a result of our transport planning input, the scheme received no objection from Highways and a positive result for our client.

The brief

The brief included providing a Transport Statement and associated tracking drawings to demonstrate the acceptability of the change of use in highways terms. Our client was concerned about how the proposals would be received by the Local Highway Authority, and as such we recommended a meeting on site with East Hants DC Highways in addition to our report.

Our approach

Our on-site meeting with East Hants DC Highways helped to allay any fears that they may have had about the nature of the site, and combined with our comprehensive Transport Statement, it formed a convincing argument as to the acceptability of the proposals. Our report included a S1 Road Safety Audit, as well as vehicle tracking of the car park layout to confirm the likely working arrangement of the development and how it would operate safely.

The result

Permission was granted in April 2015 with ‘No Objection’ raised by East Hants DC Highways, vindicating our direct and open approach with the local authority.
