Land East of Knowle Lane, Fair Oak

Paul Basham Associates were approached by Bellway Homes Ltd (Wessex) to support a reserved matters planning application for a residential development comprising 34 residential dwellings at Knowle Lane in Fair Oak.

The Brief

Bellway Homes Ltd (Wessex) instructed us to assist with the highways works required for the reserved matters application for 34 residential units at Knowle Lane, Fair Oak.  As part of the application we were required to provide access and layout advice including the new site access design, accompanied by a Road Safety Audit. The reserved matters transport statement focussed on vehicle and cycle parking provision, servicing arrangements, internal road connectivity and layout and pedestrian and cycle links.

Our Approach

Our initial approach was to undertake a site visit to establish the extent of the development and to evaluate the access requirements for the site.  Taking into account traffic and highway conditions on Knowle Lane, together with our local knowledge of the area we designed an access plan on CAD to include geometries, swept path analysis and visibility splays.  We commissioned a Stage 1 Road Safety Audit to provide supporting evidence for the access design.

Assessment of the layout design was an iterative process, providing feedback and advice to the wider project team to ensure that relevant standards were applied and that Local Highway Authority comments were addressed to discharge highway planning conditions.

With confirmation of a fix on the layout, we progressed to writing our Reserved Matters Transport Statement (RMTS), together with technical drawings to support the scheme from a highways perspective.

The Result

The scheme was granted planning permission on 1st November 2018 (3 months from validation) and we look forward to seeing the scheme begin construction.  We really enjoy working on local projects, using our knowledge of the area and planning policies to the full.
