Originally working on behalf of The Highwood Group for the outline application, Paul Basham Associates were pleased to have been asked by Foreman Homes to continue work on the reserved matters application and subsequently further phases of residential development.
With two phases to build out and consideration to be made to nearby committed development, this scheme required close liaison with all parties, which included working alongside Eastleigh Borough Council to consider their emerging policy for a link road through the site.
The 94 dwelling outline application for Phase 1 was supported by a Transport Assessment, which was followed up by an Addendum Transport Note and Travel Plan, also prepared by our transport team. Informed by public feedback from a consultation event and pre-application discussions with EBC and Hampshire highways, the Phase 1 works also required detailed information on the impact of the potential link road on the site’s traffic distribution.
With Phase 1 of the scheme granted permission, we were approached by Foreman Homes who purchased the site. The first order of works related to the reserved matters for Phase 1 in conjunction with an uplift application to cover 109 dwellings in total. This was followed by us undertaking the Transport Planning and Highway Design & Civil Engineering works for Phase 2 of the site. Phase 2 required further details of the link road, as well as modelling at nearby junctions.
On the civil engineering side, although the site fell within Flood Zone 1, the Flood Risk Assessment and Drainage Strategy needed to consider the evolution of Phase 1, and design an innovative, triple-filtered solution to drain the site.
Following approval of Phase 1 outline, reserved matters and uplift application, the application has been submitted for Phase 2 and Paul Basham Associates look forward to seeing how the site continues to develop.
