Paul Basham Associates have provided all aspects of Transport Planning to support an outline application for a large residential development in Warsash.
Land & Partners instructed us to assist with the highway works required to support an outline application for 157 dwellings. Early involvement in the project included an assessment of the potential access options and liaison with Hampshire County Council to determine the principles of development moving forward. Subsequent reports were submitted to support the application.
Our initial approach included undertaking a detailed site visit to assess three potential locations for access, before producing a scoping note to detail the development proposals to the local highway authority. Our team sought to agree numerous aspects of the proposals at this stage to streamline the planning process and minimise unnecessary works.
Following positive pre-application discussions, and with the principle of two access options being agreed, more detailed design works were undertaken including how the access options could tie into, and improve where necessary, the existing pedestrian infrastructure. A comprehensive Transport Assessment was produced to support the application which included an extensive highway capacity assessment through junction modelling and identified opportunities to improve the network where appropriate.
A Travel Plan was also provided which identified a strategy and measures that can be implemented to try and encourage residents to use alternative modes of transport other than the private car. As part of this liaison with local bus operators was undertaken to assess the suitability of providing additional bus stops along Brook Lane.
As a result of our efforts, we are delighted that the scheme received a resolution to grant planning consent at Planning Committee in May 2018. Our local knowledge and relationship with local highways officers proved invaluable in this case.
