Paul Basham Associates provided transport planning support for repeat client McCarthy and Stone, helping to secure planning permission for 35 age-restricted dwellings in Cirencester.
McCarthy and Stone requested transport planning support to overcome undercroft access design constraints. With the site known to be contentious to the local community, Paul Basham Associates went the extra mile to ensure officers and planning committee members were content with the proposals.
Our team undertook a site visit to get a first-hand understanding of the opportunities and constraints presented by the site. We provided early doors highways advice to the project team, identifying and justifying the parking and servicing requirements at an early stage to ensure a smooth planning process. With the site’s undercroft access presenting a highways constraint, Paul Basham Associates agreed on-street servicing for the site with the local highway authority.
A Transport Statement was undertaken to support the planning application, and secured a positive recommendation from local highway officers.
With the development occupying a key site within the city and under increased Member scrutiny, we went the extra mile to waylay Planning Committee concerns by undertaking an accessibility audit identifying pedestrian routes to the city centre from the development and considering a footpath link between the proposed development and adjacent site.
Planning permission was granted in September 2015 with a positive recommendation from local highways officers. Impressed with Paul Basham Associates input to date, McCarthy and Stone sought civil engineering support from our civils team to complete and oversee the Section 278 agreement required to install the site’s access, which has since been approved by Gloucestershire County Council. The site became fully occupied in February 2018!!
