Paul Basham Associates assisted Churchill Retirement Living to support the submission of a planning application, appeal and a revised application for a Retirement Living development consisting of 45 Retirement apartments at Water Lane, Towcester.

The Brief

Churchill Retirement Living instructed Paul Basham Associates to undertake the required transport planning works for the submission of a planning application for 45 Retirement Living apartments at Water Lane, Towcester.

Our Approach

In the first instance, we completed a site visit in order to understand and appreciate the existing conditions surrounding the site.

Following this, we prepared a Transport Statement to support a planning application. The application was then appealed on grounds on non-determination, which we also supported through the preparation of a Hearing Statement. Alongside this, pre-application advice was sought on a revised scheme, before a second planning application that we also assisted and achieved no objection from the highway authority. This followed negotiations relating to parking provision, covering accessibility, provision at similar sites and on-street parking capacity on the local road network. The appeal was subsequently dropped. 

The Result

Paul Basham Associates were delighted to hear that the second application received approval at committee in early January 2020 and we look forward to seeing the scheme progressing.
