Oakcroft Lane, Stubbington

Supporting much needed development on the South Coast, Paul Basham Associates were pleased to assist Persimmon Homes with the application for 209 residential units in Stubbington, Fareham.

The Brief

Paul Basham Associates were asked to complete a highway Pre-Application with Hampshire County Council to establish the assessment criteria to support a full planning application. The site access had to be designed alongside a Hampshire Highways Bypass scheme. Following this, a Transport Assessment and Full Travel Plan were prepared, alongside works to support an appeal.

Our Approach

The Pre-Application focused on agreeing the methodology scope for a full planning application as well as the design of the access. To the north of the site, HCC were delivering significant infrastructure in the form of a new bypass and the new access therefore had to tie into this design and not unacceptably impact the bypass.

The application was supported by a detailed Transport Assessment and Full Travel Plan which included a thorough review of the highway impact including junction modelling of several local junctions. The modelling also had to take into account the future impact of the bypass which resulted in a change of vehicle distributions across the network.

We liaised closely with Hampshire Highways to overcome initial concerns with the schemes impact and sustainability criteria which resulted in the preparation of an Addendum Transport Assessment and receipt of no highways objection from the highway authority.

Following the initial refusal, against officer recommendation, we prepared various report updates to support two different scales of development. Ultimately, the site was found to be sound and in particular sustainable.

The Result

Despite the original application being refused and going to appeal, a second application for a smaller scheme was submitted and approved.
