The Sloop, Poole

Our client AJC Homes sought the demolition of a public house, known as The Sloop to provide residential flats with limited on-site car parking.

The Brief

Paul Basham Associates had been involved in several applications on this site, with the most recent application being for 86 residential dwellings.

Our Approach

To support the initial application on the site for 77 flats, the Paul Basham Associates Team prepared a Transport Statement. Our Transport Statement focused on parking given that the site proposed a shortfall. Whilst this application was ultimately withdrawn, as part of this application it was agreed with BCP that the development site would provide a car club to further encourage the uptake of sustainable travel modes and justify the reduced level of parking provided on this site.

A revised application for 74 flats was submitted in 2019, which utilised the agreed highways aspects identified in the previous application. To support this application, we prepared an updated Transport Statement. The application for 74 flats was refused, with one of the reasons for refusal being the site shortfall in parking. To support the appeal, Paul Basham Associates prepared a highways Proof of Evidence, an appeal rebuttal report and attended the appeal. The appeal for 74 flats at The Sloop in Poole was allowed in September 2021. The inspector considered that whilst the site fell within Zone D for car parking (lowest area of accessibility), its characteristics were more in line with Zone A (most accessible area) and therefore a shortfall in parking was acceptable for this development.

Following the successful appeal an uplift application to provide 12 additional units, a total of 86 flats, was submitted. To support the uplift application, we prepared a Transport Note confirming the impact of the 12 additional units and utilising information from the appeal decision.

The Result

The uplift application for 86 flats was approved in December 2022 and construction on-site is underway. This is a fantastic result for the project team and client AJC Homes.
