The Proposal
We were commissioned by MH Architects on behalf of Outcomes First Group to provide Transport planning support for a change of use application from an office to a new 60 pupil SEN school at the existing Napolean House office building in Riseley, Reading.
The Approach
In the first instance we undertook a visit to site to understand the existing conditions, review the existing access arrangement and take photographic evidence to inform our Transport Statement which focused on accessing the net impact of the SEN school and confirming that the proposals did not have a sever highway impact.
The transport planning works associated with the application involved developing a first principles trip generation approach in partnership with the applicant due to the unique nature and operation of SEN schools when compared to traditional educational developments.
We worked closely with MH Architects and Outcomes First Group to create a suitable parking layout for the development with appropriate areas that allowed for the pick-up and drop-off of pupils as well as sufficient parking provision for staff.
Following submission of the change of use application and comments from highways officers, we prepared a Travel Plan Statement, Addendum Transport Statement, Section 73 Transport Note and a Parking Management Plan to further provide evidence of the proposed developments ability to operate without issue with regards to highways.
The Result
We are delighted to say that the full application received approval in June 2024 with the subsequent Section 73 application approved in November 2024.
