We supported Metis Homes in partnership with Cowdray Estate in securing planning consent for three developments within Easebourne, providing transport advice and engagement throughout the process from due diligence to planning.
The Proposal
Paul Basham Associates assisted Metis Homes and Cowdray Estate in a joint venture to deliver three residential development sites in Easebourne, Midhurst. The sites: Egmont Road, Former Easebourne Primary School and Former Cowdray Works Yard sites were all allocated within the South Downs National Park Local Plan (2014-2033). In total the three sites delivered 58 residential dwellings and up to 1,500sqm of commercial space.
The Approach
Given the location of the sites within the South Downs National Park as well as the historic and conservation requirements, it was essential to work closely with the design team to develop three schemes that were sensitive to their National Park setting, while also ensuring appropriate provision for car parking, servicing arrangements, and safe vehicle and pedestrian access.
To support the planning applications for each site, a Transport Statement was prepared. This set out the details of each scheme and included a cumulative impact assessment, incorporating percentage impact analysis of key junctions on the surrounding highway network. Our reports concluded that the site’s would not have a severe impact in line with the National Planning Policy Framework.
Throughout the live application process, engagement took place with West Sussex County Council and the South Downs National Park Authority to address highways comments and resolve concerns raised.
The Result
All three sites were granted planning consent by the South Downs National Park Authority in 2022. Egmont Road is now completed and occupied, the former school site has welcomed its first residents while construction continues and works remain ongoing at the former Cowdray works yard site.
