Following an initial appraisal of the site in 2015, Paul Basham Associates assisted Barratt David Wilson Homes with securing an allocation within the Local Plan through liaison with the council to overcome potential constraints. Our assistance continued with pre-application scoping, a full planning application and the final highways contribution discussions.
Further works included pre-application consultation with Hampshire County Council Highways, Public Consultation events, meetings with HCC, Portsmouth City Council (PCC) and Highways England (HE) as well as completing a Travel Plan and Transport Assessment.
Pedestrian and cyclist connectivity was key to this scheme to ensure a sustainable development was delivered. Paul Basham Associates worked closely with HCC in agreeing footway and cyclist connection points and the design of a footway/cycleway to support movements towards Bedhampton and the local Primary School. As part of the off-site mitigation proposals, a GG119 compliant road safety audit was completed with Highways England. Our works also involved the modelling of complex interlinking trunk road junctions of the A27 and A3 (M), of which both were partially signalised and involved the use of both Junctions 9 and LinSig modelling software.
A Full Travel Plan was also prepared which covered both land uses on site with individual measures for each to ensure the site as a whole operated sustainably whilst developing a strategy that is implementable for Barratt Homes and the future Care Home provider.
Our Civil Engineers were involved throughout the planning process to ensure the access and off-site highway design works were in accordance with standards.
The development received full planning permission in January 2020 and having worked on the project for 5 years is a great success for the team here at Paul Basham Associates, where perseverance and determination managed to secure a positive outcome for the client.
