Paul Basham Associates were approached to assist with the conversion of a dilapidated pub to provide 4 flats alongside 4 semi-detached dwellings in the former pub garden.
The Brief
Following submission of the planning application without highways input, concerns were raised by the highways officer at Sutton Council. Paul Basham Associates reviewed the comments received on the application and confirmed the highways works that would be required to overcome the concerns raised could be addressed through the provision of Technical Note.
Our Approach
To address the comments raised on the live planning application, we prepared a Parking Technical Note. This primarily focused on alleviating the parking concerns raised by confirming modal splits, comparing parking demand for the former use of the site as a pub and reviewing the accessibility of the site.
Following the submission of this information further highways comments were received and due to the location of parking associated with the flats one further space was lost. Our assessment was then updated to reflect the fact that the site would provide a shortfall of 2 spaces when compared to the council’s maximum parking standards.
While concerns were raised by the highways officer at Sutton Council, Paul Basham Associates were successful in agreeing a package of measures that would overcome the concerns. This package included measures such as providing a sustainable travel voucher to the two car free units and ensuring that the agreements for the two car free flats would prevent these residents from attempting to park on-site. This ultimately assisted in the site receiving planning permission in December 2019.
The Result
The site is now built and occupied and provides a huge improvement for residents of the local area.
