Supporting Barratt Homes, Paul Basham Associates provided BREEAM compliant transport planning and highway engineering works for a full application for 121 dwellings in West End, Southampton.
The brief
The site, previously owned by the Homes and Communities Agency, had a Development Brief which outlined the minimum number of homes and principles of the offsite highway works required. Paul Basham Associates were commissioned to complete a scoping exercise with Hampshire County Council and Eastleigh Borough Council which helped inform the full transport planning works. This included a Transport Assessment (including junction modelling), a Full Residential Travel Plan and assistance with meeting the BREEAM Communities ‘Excellent’ criteria.
Our approach
With three locally listed building on site, Paul Basham Associates worked closely with Barratt Homes and architects IDPartnership Northern to develop a layout that created an attractive development with a sense of place whilst also meeting local council parking requirements, servicing and emergency access.
Negotiating the parking requirements helped ensure this development remained attractive and of a high quality, whilst off-site highway works including increasing the existing footway/cycleway width along the southern boundary and introducing a footway to the western boundary made the site highly accessible for non-motorised users.
Our Civil Engineering team also worked closely with their counterparts at Hampshire County Council to ensure the Section 278 design process was as smooth as possible. The off-site highway works at this development include the widening of the footway/cycleway across the site frontage along Botley Road to 3.5m along with bus stop improvements, a new footway and crossing along Moorgreen Road to help improve site accessibility.
The result
The site achieved consent in November 2015 and works begun on site in April 2016. The development is now fully built and with the listing buildings on site enhanced looks like an exceptional residential development.
