Newmarket Road, Burwell

Paul Basham Associates were delighted to work with This Land to provide transport planning support across various planning applications at Newmarket Road, Burwell. As part of this work the team supported the technical approval of S278 works for the site access and off-site footway cycleway works on Newmarket Road.

The Proposal

Paul Basham Associates were initially instructed to assist from a transport planning perspective in supporting development on the site which had outline consent for 350 dwellings. Upon instruction, the team completed an initial appraisal to ensure the development could meet the requirements of both local and national policy objectives as well as the conditions of the planning application.

Following this, the team supported subsequent discharge of condition applications and reserved matters planning applications for the infrastructure (spine road and pedestrian/cycle improvements), as well as separate applications for 61 dwellings and Phase 4 18 self-build plots.

The Approach

Paul Basham Associates were instructed to assist with the delivery of housing on the site following the outline consent. Initial works included extensive consultation with the highway authority to ensure that any subsequent reserved matters applications would meet the expectations of the council. Following this, we worked collaboratively with the project team to ensure the masterplan met the relevant highway standards and promoted active travel. This included the detail design of the external footway/cycleway continuing from the site west to Burwell.   

To support the reserved matters applications for the internal infrastructure, a series of Technical Notes were produced which each covered the internal spine road and emergency/cycle link onto Ness Road to the northwest. A package of drawings was produced to support the internal spine road including a general arrangement plan including traffic calming measures in accordance with CCC adoptable standards, swept path analysis and visibility splays were also prepared.

Subsequent applications were submitted in 2024 for 61 dwellings and 18 dwellings respectively, where we collaborated with the project team to ensure the masterplan met the relevant design standards and produced technical notes and plans to support these applications.

The Outcome

The reserved matters application for the internal spine road and infrastructure was consented in 2021, followed by the technical approval of off-site highways works and access which have now been constructed.

Applications for the 61 and 18 dwellings were approved in May 2025 and we are looking forward to seeing this site progress.
