Paul Basham Associates were delighted to provide Transport Planning and Highway Design support to Eastleigh Borough Council for the erection of a new community. This includes up to 2500 new homes, a local centre, offices, a primary school, and a key new link road.
The Brief
Following our work within Eastleigh Borough Council and supporting allocations through their Local Plan process, Paul Basham Associates became a well known consultancy which had a great understanding of the local area and its highway constraints.
The Approach
Following on from the extant consent, Paul Basham Associates reviewed the information and conclusions of the site’s previous application and entered early engagement with HCC Highways to confirm the assessment required to support a new application given the increase in unit numbers following the additional land parcels acquired.
A thorough Transport Assessment and Travel Plan were prepared which reviewed the local road networks covering a wider survey scope including junctions part of the National Highways network. Sustainable travel and mitigating adverse highway impact was a key consideration forthe council led scheme which has resulted in an infrastructure first principle whereby key off sitehighway junction and infrastructure will be delivered at early stages of the project aimed at easing traffic congestion and encouraging sustainable travel.
The Result
We were delighted to receive outline planning permission in early 2023. We swiftly supported the reserved matters planning applications to help deliver the much needed housing in the local area.
