The Transport Planning Team at Paul Basham Associates were instructed to support the submission of a full application for 8 dwellings with access gained from Station Road, in the village of Over, Cambridgeshire.
The Brief
This required a careful examination of the existing conditions at Station Road, with existing site access located within proximity to neighbouring buildings, service utilities and a traffic calming feature restricting Station Road to single-flowing traffic. The site had been subject to two refused planning applications.
The Approach
The team set out to conduct a site visit and gain an understanding of the constraints and potential opportunities of the site firsthand. Following this, a Transport Statement was prepared to detail the accessibility of the site, the planning history, and an overview of the development proposals. This included a review of the highway impact associated with the proposed development through a net trip generation assessment, which identified that the modest increase in vehicle movements would not cause a significant impact on the operation or safety of the local highway network. The team's Transport Statement was supported with vehicle tracking plans and an access design identifying visibility splays and geometries in line with local and national guidance.
We worked closely with Cambridgeshire County Council highways officers to ensure that the proposed access could be achieved in line with relevant guidance and provide suitable access for pedestrians, cyclists and the required vehicles (including refuse, servicing and emergency vehicle access).
The Result
We were pleased to see the proposals were granted planning permission in December 2022 with support provided for the removal of conditions relating to the access design in August 2023.
