Our Southern Transport Planning Team supported David Wilson Homes Southampton with the Reserved Matters planning application to deliver 79 dwellings on Land to the East of Hook Lane, Westergate.
The Brief
Following on from the outline planning consent, our Southern Transport Planning Team were asked to assist with the delivery of the Reserved Matters planning application with respect to highway considerations. This included a detailed review of the proposed site layout, completion of a new Travel Plan document as well as works to support the Section 106 obligations.
Our Approach
In the first instance the team completed a site visit to appreciate the site location and make note of any changes in the local road network and conditions since the outline planning permission.
Our attention then turned to a review of the layout to enable all other consultants to progress with detailed designs, this included a review of road geometries, considering the refuse collection strategy, emergency vehicle routes, pedestrian desire lines and the provision and design of parking in accordance with West Sussex County Council and Arun District Council standards.
Once a design had been finalised, we prepared a Reserved Matters Transport Assessment which detailed the highway elements of the site layout alongside the preparation of a Travel Plan in accordance with the Section 106 obligations. We were also asked to consider the provision of a signalised pedestrian crossing and used PV Squared calculations to assess its requirement.
We were also asked to assist with the preparation of a Section 106 obligations note to specifically detail what David Wilson Homes have actioned with respect to highways to meet the Section 106 obligations.
The Result
The scheme was granted Reserved Matters planning consent in 2015 and is now fully built and occupied. The team last visited the site in Summer 2023 and were pleased with how the scheme is looking.
