Westvale Park, Horley

Paul Basham Associates are pleased to be involved in the scheme at Westvale Park, Horley which when complete will provide over 1,500 new homes, a primary school and a range of local facilities, including children play areas, an accessible riverside green chain, allotments, retail and commercial facilities and a new neighbourhood hall.

The Brief

Paul Basham Associates have supported the Horley North West Consortium by providing Neighbourhood Travel Plans for all five phases of development, which comprised a total of 1,500 residential units. In addition, Paul Basham Associates were asked to help deliver the Travel Plan Coordination works for the residential element of Westvale Park, with the Travel Plan anticipated to last for a period of 10 years.

Our Approach

In order to devise the Neighbourhood Travel Plan for Phase 1, it was critical to understand the wider Phases and infrastructure proposed as part of the development in order to set realistic and achievable targets. This approach could then be reflected through the subsequent Travel Plans produced to support Phases 2-5.

To ensure that the sustainable modes were advertised to residents upon moving in, several measures were implemented prior to occupation of the site. This included liaising with members of the developer consortium and Surrey County Council’s Travel Plan Officer, undertaking regular site visits and speaking to sales representatives.

The Travel Plan works have been underway since 2017, with the 10 years of the Travel Plan officially starting in 2018. In addition to organising regular travel surveys Paul Basham Associates produce biannual newsletters and regular Welcome Pack updates for issue to new occupants. Annual monitoring reports are also produced, summarising the work undertaken each year, results of the surveys and confirm the targets of the Travel Plan with Surrey County Council.

The Result

All of the travel plans were approved through the planning process and are being actioned through our ongoing Travel Plan Coordination work which includes regular positive communication with residents, the developer consortium and Surrey County Council’s Travel Plan Officer.
