Paul Basham Associates assisted David Wilson Homes with the transport planning, on-site detailed design and the off-site highway design for a 100 home development known as ‘Mill Springs’ on Winchester Road in Whitchurch.
Paul Basham Associates were initially involved in the planning process for the site in 2015, developing the Flood Risk Assessment (FRA) and the Drainage Strategy as well as preparing the Transport Assessment and Travel Plan to support the application. The application proposed sports pitches and a bus loop for the adjacent secondary school to help improve facilities for the local community.
Extensive public consultation and promotion of the site within the emerging Neighbourhood Plan were essential to securing support from the Town Council.
Following the grant of planning consent, we then continued involvement with the detailed design for the on-site works including the detailed road layout, SuDS and foul drainage, site levels and earthworks. Paul Basham Associates were also commissioned to undertake the Section 278 and Section 38 design and submission processes for the access and internal road layout respectively.
The drainage solutions involved a combination of rear garden trench soakaways for the plot drainage and a series of infiltration basins for the highways surface water runoff. We undertook detailed Microdrainage calculations to back-up the design and justify the solutions. For the foul drainage, an adoptable pumping station was specified and designed due to the topography of the site, to allow an appropriate connection.
Our on-site engineering involved proposing detailed site levels and Finished Floor Levels across the site and the specification of the corresponding underbuild, tanking and retaining walls. We supported this with earthworks modelling to calculate the cut and fill balance. Additionally we provided a Sports England level specification and design for the football pitches constructed as part of the development.
The S278 and S38 design took into consideration Hampshire County Council requirements and tied in appropriately to the relevant on-site engineering such as the drainage and the highway alignment/site levels.
The project has now been built in accordance with the approved design and drawings and Paul Basham Associates continued to provide construction phase design support.
