Working with McCarthy and Stone North London office, Paul Basham Associates supported this assisted living development as part of the wider Garrison Urban Village redevelopment in Colchester.
The Brief
Forming part of allocation parcel K2 for mixed-use development within the former Colchester Garrison, we were instructed by our long term client to support their proposals for 53 retirement living plus units.
Our Approach
In the first instance, we visited the site and engaged with Essex County Council highways officers to develop the scope of works required to support the planning submission. Where significant regeneration was underway, it was important to establish early in the process those elements of the wider masterplan which were already secured through applications and development parcels, to ensure that we not only considered the development in the existing context but also the committed development setting.
A Transport Statement and Travel Plan were prepared to support the planning application, setting out justification for a parking provision of 31 spaces for the 53 units, as well as considering internal site layout and a suitable servicing strategy for the site.
The second element to our involvement with the project came after the grant of planning consent, with Section 278 works required in relation to the delivery of a zebra crossing on Goojerat Road (with associated high friction surfacing and belisha beacons), refreshing of road markings at the adjacent mini-roundabout and the provision of a new bus shelter to serve future residents.
The Result
Following the grant of planning consent in late 2017, Paul Basham Associates worked closely with ECC highways to ensure that development could begin in a timely manner and that Section 278 technical approval was secured prior to occupations. We recently visited the development whilst working on additional elements of the Garrison Urban Village, and were pleased to see the scheme come to life.
