Paul Basham Associates provide ongoing Civil Engineering and Transport Planning support to Welborne Land Ltd for Welborne Garden Village - a new generation sustainable garden village in Hampshire; a community for 15,000 people to live, work and play, consisting of connected and energy efficient homes, integrated with extensive publicly accessible green space.
The Brief
The Paul Basham Associates’ Civil Engineering team first became involved in Welborne Garden Village in 2018 providing strategic level design input and advice for various site-wide aspects.
Once the S106 for the Outline Planning Application was signed in 2022, our involvement has significantly ramped up and we are now responsible for supporting Buckland on a huge variety of aspects across the scheme.
Our Approach
Our involvement develops over time as the project moves forward in line with our client’s needs, but primarily includes:
- Provision of Civil Engineering, Structural Engineering and Transport Planning support for Reserved Matters and Detailed planning applications for elements reserved at OPA
- Undertaking on and off-site section agreement packages for highways alterations and improvements (S278s, S38s, S184s etc.)
- Producing Construction packages for on and off-site aspects of work consented, for construction
- Provision of site-wide strategic input including elements such as site-wide Drainage Strategies, Welborne Streets Manual, Strategic Utilities, Housebuilder Interface/Liaison, development of Design Innovations etc
The Result
So far, we have worked on a total of:
- 101 separate sub-projects across the scheme
- 20 Section 278s (with Hampshire County Council)
- 3 S38s (with HCC)
- 16 Planning Applications (including RM, Detailed, Condition Discharge)
- 21 Strategic Packs
- 22 Tender & Construction packs
- 5 Construction Packages we are providing on-site support for
- 11 Construction Traffic Management Plans
Work is ongoing, and we hope to provide continued support to Buckland on the development.
