Paul Basham Associates provide ongoing Civil Engineering and Transport Planning support to Welborne Land Ltd for Welborne Garden Village - a new generation sustainable garden village in Hampshire; a community for 15,000 people to live, work and play, consisting of connected and energy efficient homes, integrated with extensive publicly accessible green space.
The Brief
Paul Basham Associates were requested by our client Buckland Development Ltd to prepare a S278 submission to upgrade the North Hill Roundabout as part of road improvement measures associated with the Welborne Garden Village. The goal is to improve pedestrian safety, traffic flow, and eliminate conflicting traffic manoeuvres by converting the existing roundabout into a signalised junction.
Our Approach
The proposals involve comprehensive road upgrades, including widening roads and adding new lanes to improve traffic flow and safety. Pedestrian and cycle infrastructure have been developed, creating safe routes for non-motorised users. Traffic management improvements, such as new traffic signals and signage, are proposed to reduce congestion and better control vehicle movements. Drainage improvements are also considered to ensure the area is protected from flooding, alongside maintaining landscape features and visual quality. During the design development we used advanced drone traffic surveys and laser LIDAR scanning technology to collect data with minimal disruption to road users. We submitted our Preliminary S278 design to Hampshire County Council and have closely liaised with them and Buckland Development Ltd to address their comments.
The Result
Preliminary technical approval has now been granted, advancing the upgrade toward a safer, signalised junction.
