We have reviewed the recent publication of Hampshire County Council’s Local Transport Plan 4 (2024) and how this might influence future development.
This document has been a long time in the making and was identified as a necessary replacement of LTP3 given the challenges and opportunities that today’s transport network is facing. Unsurprisingly, there is a significant shift away from providing a local road network which continually looks to provide extra road space demand for private car users and instead an increased focus on policies which provide opportunities for more sustainable ways to travel. LTP4 references the move away from traditional methods of assessing development impact to a 'decide and provide/vision and validate' method, following in the footsteps of other highway authorities across the UK.
How can we help? We already engage in promoting and demonstrating sustainable transport options in the vicinity of development sites through our Vision Documents, Local Plan Reps, Transport Statements and Transport Assessments. We can help clients achieve planning by providing sustainable transport mitigation measures where appropriate and showcase our proactive approach towards addressing potential challenges and ensuring the success of sustainable transportation initiatives. We also love to be involved at the early master planning stages of developing a site and can highlight how to prioritise sustainable travel modes of private car use.
Our team also deliver what we preach and currently coordinate Travel Plans for over 14,000 homes and 40,000 sqm of commercial space, with each project ranging from 3 to 15 years. Travel Plan Coordination involves providing residents or employees the information they need to make an informed decision about the way they currently travel and can provide incentives and motivation to use more sustainable modes of transport.
