Paul Basham Associates provided Transport Planning and Civil Engineering support for multiple phases of commercial development at Adanac Park. This initially included a hybrid application with a full application for 7,656sqm B1a & 12,217sqm B1c, and the outline application for 31,023sqm, followed by multiple specific user applications including a climbing centre, drive thru and EV charging station.
The Brief
The site has a long history of planning consents dating back to 2007. A detailed assessment of the trip generation of the latter scheme compared to those generated by consented and extant schemes was undertaken to establish a firm baseline position. The assessment also considered the highway improvement schemes implemented to mitigate the impact of traffic associated with consented sites in this area. Once established, this informed the masterplanning for the revised proposals.
Our Approach
Our team reviewed Transport Assessments, highway comments, decision notices and Section 106 agreements for the Transport Assessment to establish a comprehensive trip scenario for the consented Adanac sites. Following these, additional work was undertaken to consider the consented level of trip generation against the mitigation implemented since 2007. Once the net number of trips were identified, Paul Basham Associates agreed the trip rates for the revised proposals for the Adanac North, Gateway, and AP6 sites with Hampshire County Council and National Highways and produced a Transport Assessment concluding that the proposals would not have a severe impact on the operation of the local and strategic road networks or require further mitigation.
Once the Hybrid consent was granted for the remainder of the site, multiple individual applications followed once end users were known, including the likes of the Parthian Climbing Centre. Further applications also included opening up the use classes under the Class E land use, allowing greater flexibility for potential tenants of the completed units. Most recently we supported applications for a drive thru and EV charging station with fresh Transport Statements.
The Result
Following multiple planning consents over the years, Paul Basham Associates are delighted to continue to support Oceanic Estates with their development of Adanac Park, a premier employment site on the South Coast.
