Paul Basham Associates provided a Transport Statement and BREAAM compliant Travel Plan to support an application for a new state of the art Art and Design block at Barton Peveril College, Eastleigh. These reports successfully argued that the loss of parking as a result of the development would not lead to an overspill onto the local highway network. The application received approval in March 2023 under planning application F/22/94434.
The Brief
Paul Basham Associates were instructed by Barton Peveril Sixth Form College and Bidwells to assist with Transport Planning works associated with a planning application for a new state of the art Art and Design block.
Our Approach
The proposed location for the development was on an existing car park and as a result the proposed development resulted in a loss of 46 parking spaces. An agreement with a nearby leisure centre resulted in the relocation of some of these spaces through a 'Park and Stride scheme’, the report argued that the remainder of the loss of parking would not result in an overspill on the highway network.
The reports also argued that the projected increase of c 900 students in the next five years would not result in a significant increase parking demand at the site. This was through a number of measures including reviewing and improving the frequency of bus services, improvements to the local cycle network as part of the Transforming Cities Fund and increased cycle parking coverage at the college.
The Result
We are delighted to say that the application received approval in March 2023.
