Transport Statement (TS) on behalf of In Toto Ed Ltd to support a Change of Use (COU) planning application of existing office buildings (Class E) to education use (Class F1) for an independent Special Educational School (SEN) for 36 pupils and nine staff at Fordham House, Fordham, Cambridgeshire.
The Proposal
The proposal comprises the Change of Use of the existing office building to education use for a Special Educational (SEN), at Fordham House, Fordham, Cambridgeshire. The proposal included identifying an access strategy for students, staff, servicing and deliveries.
The Approach
Paul Basham Associates worked with the client and the planner to develop the parking strategy for student drop-off/pick-ups, staff, servicing and deliveries, to ensure appropriate provision of parking available for each use. Our approach included identifying the parking strategy along with swept path analysis (vehicle tracking) and proposing a pedestrian crossing between the two buildings for students. The Transport Statement included identifying the forecast net change in vehicle movements associated with the change of use from the consented office to the proposed SEN school to identify that the proposals would not have a severe impact on the surrounding highway network.
The Result
The application was granted planning permission by East Cambridgeshire District Council and Cambridgeshire highway authority determining no detrimental impact on the local highway authority, with the development in full operation.
