Fort Hill and Winklebury, Basingstoke

Paul Basham Associates supported a planning application for the regeneration of the existing Winklebury Centre and the former Fort Hill Secondary School in Basingstoke.

The Proposal

The proposals comprised a mixed-use development, delivering new residential units above commercial, retail, healthcare, and community facilities.

A key priority for the client, VIVID Homes, was meaningful engagement with local stakeholders to ensure community input shaped the scheme, and we assisted in this by attending several community workshop events. This process helped identify existing transport concerns around the Winklebury Centre and explore opportunities for future improvements.

The Approach

The application was supported by a Transport Assessment, Travel Plan, and WCHAR report. These provided robust evidence and justification for an appropriate reduction in parking provision, reflecting the site’s sustainable location and alignment with local parking standards.

Further justification was presented for the internal road layout, designed to promote low vehicle speeds and prioritise pedestrian and cycle movement. The layout established clear, direct routes for sustainable travel while ensuring the proposed retail units benefit from active frontages and strong visibility, helping to create a vibrant and accessible community hub.

The Result

Paul Basham Associates also attended the planning committee, providing expert responses to highway-related questions from members. The proposals were subsequently approved, enabling delivery of this important regeneration scheme.
