Merton Rise, Basingstoke

Paul Basham Associates provided Reserved Matters support and have continued involvement through Travel Plan Coordination works for a large residential scheme of 784 homes in North Basingstoke.

The brief

Following a successful outline application for 784 homes in 2012, Persimmon Homes and Charles Church identified us to complete the necessary highways works to support their delivery. With an exciting and long-term project comprising a mixture of affordable and stylish homes to be built, the team at Paul Basham Associates impressed sufficiently to subsequently win the Travel Plan Coordination works which extends over 10 years.

Our approach

Initially working with the project team to develop a layout that created an attractive and quality place to live but also the necessary functionality in terms of parking requirements, servicing and emergency access, our team provided the Reserved Matters Transport Reports and Full Travel Plans for all phases of the development. 

Negotiating a cost-effective and realistic Travel Plan strategy from the first phase of development was essential to ensure that Travel Plan costs were identified and budgeted as part of the development programme and that subsequent stages could also be delivered in a cost-effective manner.

Paul Basham Associates have continued involvement as the Travel Plan Coordinator for Merton Rise. As part our Travel Plan Coordination package, Paul Basham Associates provide residents with a financial incentive to complete surveys, usually a voucher for bus or cycle services, encouraging the use of sustainable modes of transport. Paul Basham Associates have also worked closely with our clients and Hampshire County Council’s Travel Plan team to ensure the successful delivery of the Travel Plan whilst the site has evolved.  This has included renegotiating the monitoring requirements for the site to ensure that the data that is collected is useable and cost appropriate.

The result

The majority of Merton Rise is now built and occupied with the most recent residents continuing to be supported with ongoing Travel Plan Coordination works including biannual sustainable travel newsletters, managing the travel voucher offer and personalised Travel Planning support.
