Paul Basham Associates were approached to support a scheme for 42 dwellings along Station Road, Hungerford in Berkshire.
The Proposal
Our Transport Planning team in the Central office prepared a Transport Statement to support the full application. This included an assessment of the parking provision, internal road layout, access arrangements and pedestrian and cycle connectivity. A review was also undertaken of the anticipated highway impact of the proposals. Traffic surveys and a Stage 1 Road Safety Audit were commissioned to support the scheme. A highways response letter was then prepared to address West Berkshire's consultation response which resulted in a positive highways recommendation.
Our Approach
A key element of our support was to ensure the access arrangements were safe and suitable to serve the development. Speed surveys were undertaken which demonstrated recorded speeds were lower than the speed limit, justifying reduced visibility distances. Queue length data was also obtained which demonstrated the level crossing adjacent to the site would not interfere with the proposed access.
Our support justified a reduced level of visitor car parking compared to local standards taking into consideration the excellent sustainability credentials of the site. Pedestrian and cycle access to the site were also considered to show compliance with Manual for Streets and Inclusive Mobility.
The Outcome
We are delighted to see the site received full planning permission with a recommendation for approval from the highway authority. We look forward to seeing site fully constructed.
