Paul Basham Associates were commissioned by Drew Smith Homes to support their Reserved Matters application and condition discharge applications for 90 new homes at Summer Lane in Pagham.
The Brief
With a large number of conditions secured against the outline consent, we were instructed to assist with the discharge of 5 of these conditions, including access design, parking provision, a Travel Plan, off-site parking restrictions and layby provision along with support for the Reserved Matters planning application.
Our Approach
As is our standard practice, collaborative working with the design team was essential to deliver a scheme which not only met transport requirements but also responded sensitively to other disciplines’ respective planning conditions and obligations whilst delivering an attractive layout and design to support a housing development.
Our Transport Planning team prepared a Reserved Matters Transport Statement, with sufficient commentary on the access design, parking strategy (including consideration of Arun District Council EV charging requirements) and internal road design, whilst also preparing a detailed Travel Plan to deal with the discharge of Condition 18.
Meanwhile, our Civil Engineering team progressed the detailed design of the access road improvements, including road widening, layby provision and culverting of an existing ditch to provide vehicular access into the new development. Linked to the access requirements, an Open Watercourse (OWC) application was made and successfully approved for the culverting of the ditch and for the introduction of a new ditch that will act as the primary storage in the surface water drainage system for the proposed highway; the proposals were sensitive of ecology and drainage requirements for the attractive and sensitive landscape.
The Result
Reserved Matters Consent was secured in February 2020, with construction completed in 2023. We thoroughly enjoyed working on this scheme and are pleased with the outcome.
We remain involved with the project, having been instructed to implement the Travel Plan. Our Travel Plan Coordination works include regular visits to site and engagement with residents to strive towards an even more sustainable development by reducing car use.
