The Proposal
We were approached by Highwood to support a 60-70 bed care home. Both Transport Planning and Civil Engineering teams were commissioned in 2021 at the Planning stage of the project. After a successful Planning application, we were chosen to complete the Drainage and External works detailed design for the project, along with the S278 Application in 2023.
Our Approach
Transport Planning
Following an initial site visit undertaken to establish the most appropriate location for the proposed access, taking into consideration the complex root protection areas from the existing trees and the completion of a 7-day ATC survey along the A27/Moorhill Road, a pre-application request was submitted to Hampshire County Council in order to help inform the information to be prepared as part of the full planning submission.
Subsequently, we then prepared a Transport Statement and Travel Plan to demonstrate that the site could operate sustainably as well as achieving the BREEAM excellent accreditation. As well as this and following the pre-application comments, we amended our access design to include a footway complete with a crossing point as well as commissioning a Stage 1 Road Safety Audit affirming that we had a safe and suitable access.
Civils RIBA 3
Prior to beginning our works, we undertook a site visit to establish an understanding of the existing situation to allow us to strategically plan the Levels and Drainage strategy, whilst also becoming aware of any potential constraints or difficulties on site. This was followed by a detailed assessment of the flood risk using the Environment Agency's mapping. We also reviewed soil conditions using BGS data and Ground Investigation results to identify suitable SuDS features that we could incorporate into our design. High level hydraulic modelling was completed to support the proposed drainage strategy. We undertook site levels to an appropriate level in accordance with the current planning guidance at that time. A Flood Risk Assessment report was prepared to accompany the drainage strategy to support the planning submission.
Civils RIBA 4, 5 & 6 and S278
Following a successful planning application, we were commissioned by Highwood to complete the RIBA 4 pack for tender and construction and to complete the S278 design and submission for the proposed access. This included a full construction package that consisted of detailed foul and surface water drainage layouts supported by in-depth hydraulic modelling, road and pavement design, detailed site levels, surfacing plans, construction details, manhole schedules, a combined services layout and setting out information. Following completion of the on-site works, we have prepared as-built drawings in accordance with the situation on-site.
The Result
Following a successful planning application there was a smooth and efficient build based on the Paul Basham Associates’ Design.
