Nazareth House, Southend

Paul Basham Associates supported McCarthy Stone and Anchor Hanover with the application for the redevelopment of a care home to provide a mix of 144 retirement living and assisted living apartments in Southend.

The Proposal

The proposals comprise the redevelopment of a former 64-unit care home to provide 144 retirement apartments with access from Brighten Road. The former site also more recently operated as a COVID-19 testing centre. The scheme is a joint venture between McCarthy Stone and Anchor Hanover, and although the access will be shared, the two parts of the site would be operationally independent, with the two applicants offering different types of accommodation. McCarthy Stone will provide 60 Retirement Living apartments on the western parcel designed for elderly persons who live a relatively independent lifestyle, whilst Anchor Hanover will provide a ‘retirement community’, of 84 assisted living apartments, located in the eastern parcel of the site.

Our Approach

In the first instance, Paul Basham Associates undertook a layout review to identify any potential highways issues. This involved using AutoCAD to assess the proposed access arrangements, parking provision and internal layout geometries, with a site visit also undertaken to support this assessment.

Following a positive conclusion at the feasibility stage, a Transport Statement was then produced to support the planning application which set out the highways elements of the development including a description of the site accessibility, analysis of collision data, detail of the proposed access arrangements, justification for the parking provision and a calculation of the expected trip generation and subsequent highway impact. In addition, a Car Park Management Plan was compiled to detail the proposed on-site parking arrangements, management and mitigation measures.

The Outcome

The Transport Statement concluded the application site is considered to be in a highly sustainable location with the proposals not anticipated to have a detrimental impact on the local road network. Following submission of the application, planning approval was granted in February 2023 and Paul Basham Associates looking forward to seeing the development in operation.
